This course is designed for healthcare professionals, program administrators, and other SUD staff interested in implementing contingency management (CM) through Michigan’s RI Pilot Program. Participants will explore CM evidence, context, significance, and learn about Michigan’s CM program. This is the first in a series of three core curriculum courses required before a site can launch services for beneficiaries.

  • Introduction of Concept: The RI Pilot Program introduces contingency management (CM) as an effective method for improving treatment adherence and recovery for individuals living with substance use disorders (SUD). It aims to implement CM in select regions by providing tangible incentives to beneficiaries for negative urine drug tests. 
  • Program Overview: Launching in January 2025, the RI Pilot will run until December 31, 2026. The pilot will feature 24-week sessions of active CM services for beneficiaries during which time incentives will be earned for negative urine drug tests, using a reward system to encourage abstinence in the targeted substance. CM will complement existing treatments like Cognitive Behavior Therapy and Medications for Opioid Use Disorder with goals to increase patient retention, reduce emergency department visits, and improve health outcomes.  
  • Implementation: Implementation steps include mandatory training for provider site staff on program details and incentive management, as well as engagement with a readiness review process to ensure compliance before the pilot launch.

Stephanie Lagalo

Senior Trainer and Technical Assistance Specialist

Stephanie Lagalo is a Senior Trainer and Technical Assistance Specialist at Altarum. Stephanie has over 22 years of professional experience working with individuals with co-occurring mental health and substance use disorders (COD). She is a subject matter expert in COD, with an emphasis on severe and persistent mental health conditions. Stephanie has expertise in the implementation and fidelity of evidence-based practices. These include Assertive Community Treatment, Integrated Treatment for Co-Occurring Disorders, Motivational Interviewing, Cognitive Behavior Therapy and Dialectical Behavior Therapy.

Mathew Roosa

LCSW-R (he/him), CM Trainer and Coach

Mathew Roosa, LCSW-R, is a consultant specializing in training, coaching, and planning support for universities, research studies, and health and human service organizations. His expertise in quality improvement and evidence-based practices is complemented by his background in psychotherapy for mental health and substance use. Mr. Roosa has taught Human Services and Social Work at both the undergraduate and graduate levels and has experience in agency administration and governmental planning. Additionally, he has provided training and technical assistance for incentive programs in several states, including statewide rollouts in Louisiana and Oklahoma.

Diana Williams

MSW, LCSW (she/her), Project Manager – Senior Advisor

Ms. Williams brings over 35 years of experience in behavioral health, serving as an administrator for major State programs and as a counselor for adults and adolescents with mental health and substance use disorders. Currently, she is the Senior Subject Matter Expert for Behavioral Health at Altarum, where she has worked for the past 14 years. In her role, she oversees all technical assistance and training related to recovery and treatment for substance use disorders and mental health.
